Contingency Contracting - Lessons Learned and The Path Forward Elaine C. Duke is the Deputy Chief Procurement Officer for the Department of Homeland Security. In conjunction with the Chief Procurement Officer, she provides leadership over the department’s $11 billion contract and financial assistance program. Ms. Duke became the Deputy Chief Procurement Officer in October 2004, after serving for two years as the Assistant Administrator for Acquisition for the Transportation Security Administration in the U.S. Department of Homeland Security.
